Florianópolis is one of Brazil’s leading innovation hubs, a result of the combination of market, university, and government focused on the development of science and technology. Technology-based companies make up the main economic sector of the state capital, which continues to grow even during periods of national economic crisis. This sector generates annual revenues of over 5 billion reais. The city is also the leader among technology hubs in the South region and third in the country in average revenue.

More broadly, according to Endeavor’s Entrepreneurial Cities Index (ICE), in 2014 the state capital was the most entrepreneurial city in Brazil, and ranked second in 2015, 2016, and 2017, behind only the national business capital, São Paulo. The analysis highlighted that this is due not only to the city’s innovative culture, but also to its human capital, reflected in highly qualified professionals who create, develop, and invest in businesses in Florianópolis. The great differentiator of the state capital in the economy is its people. Given this context, the city has also introduced several measures that encourage and streamline the opening of new businesses, such as:

INNOVATION TAX INCENTIVE PROGRAM – “ROUANET LAW FOR INNOVATION”

A City Hall (PMF) initiative aimed at selecting projects linked to one of the eight innovation-promoting arrangements accredited by the municipality, allowing them to capture up to 20% of the Service Tax (ISS) and 20% of the Urban Property and Land Tax (IPTU) paid by taxpayers, through a mechanism similar to the Rouanet Law.

Streamlines the licensing of buildings up to 750 m² in the municipality, allowing the construction permit to be issued within 10 business days.

INDIVIDUAL MICROENTREPRENEURS (MEI)

Individual Microentrepreneurs (MEI) and Micro and Small Businesses with low-complexity business activity codes (CNAEs), or that don’t necessarily require a physical headquarters to operate (sales representatives; software development, etc.), may use a residential property for registration.

CONDITIONAL OPERATING PERMIT

The Conditional Operating Permit is valid for one year for commercial, industrial, institutional, and service activities, and applies to businesses with low-complexity CNAEs established in properties up to 750 square meters without a certificate of occupancy (Habite-se).

“ZERO PROPERTY TAX FOR STARTUPS” IN THE HISTORIC CENTER

A proposal from the Florianópolis City Hall (PMF) currently under review by the City Council, which provides for a tax exemption for companies that set up in this region traditionally linked to the creative economy.
